Minimum cost flow algorithm

I have a set of generators $g_1,g_2,…,g_m$ and some terminals $t_1,t_2,…,t_n$. I have also a set of edges $e_1,e_2,…,e_l$.
I would like to find a minimum cost path from $g_1$ to $t_1$ such that the path uses only edges that can be activated during a power production time $k$.
So, if there is no such path, the minimum cost is the maximum power produced.
How can I solve this problem in polynomial time?
